Hilmar has worked for the Mayor of Reykjavik since late 2011, currently as International Officer. He worked for the Icelandic Ministry for Foreign Affairs in 2010.

Hilmar holds an MA degree in International Affairs from the University of Iceland and a BA degree in architecture from Aarhus School of Architecture in Denmark.

Her areas of expertise with respect to the FRA’s work include: Fundamental Rights training, Holocaust education, police, border management, media and diversity and hate crime.

Since 2014 she works on setting up a Working Party on Hate Crime with EU Member States’ experts.

Aydan Iyigüngör has 11 years of experience in democratization and participation, governance and institution building in the field of justice and home affairs, minority rights, human rights education and training. She previously worked for the Organisation for Security and Cooperation (OSCE), the EU in the enlargement context and the Austrian Development Agency (ADA) in Bosnia and Herzegovina, Turkey and the EU.

She holds a MA degree in Political Science.

She is currently chairing the Frontex Consultative Forum – a body composed of NGOs, international organisations and EU agencies to provide advice on Fundamental Rights to Frontex.

Entered public prosecution in 2003, first in the office of the Permanent Affiliation of Melilla, where she ended up being Coordinator until her move to Málaga in 2006. In Melilla she began teaching various topics within the training courses for members of the Security Forces of the State, also collaborating with the School of Public Safety, where she was responsible for teaching criminal law and criminal procedural law to members of the local police.

Once in Málaga, since 2008 she was a part of the drug and money laundering division, having been appointed in 2011 Deputy Provincial Prosecutor of Criminal Offences relating to Stewardship Equality and Non-Discrimination, being thus exclusively responsible for the office of incardinated affairs in that specialty. In this city she has continued teaching various topics both to members of the Civil Guard and local police, invited by various bar associations in the province as well as various organizations responsible for the defense of human rights and equality.

-Representative appointed by the Attorney General of the State to a meeting for the development of a “Prosecutor’s Guide to prosecuting hate crimes”, organized by the OSCE (Organization for Security and Cooperation in Europe), Vienna 7 and 8 March, 2011.

-Expert consultant appointed by the Attorney General’s Office at the request of the Ministry of Labor and Immigration in the preparation of a draft project on “National and Comprehensive Strategy against Racism and Xenophobia” within the Plan of the Government of the Nation on Human Rights, September 2011.

-Expert consultant appointed by the Attorney General of the state at a meeting in Brussels on January 31 at the European Commission’s Directorate General for Justice for follow-up on the transposition of the 2008/913/JHA framework decision on combating certain forms of racism and xenophobia through criminal law.

-Expert contributor to the European FIRIR project for training police forces in the identification and recording of racist incidents of OBERAXE (Spanish Observatory on Racism and Xenophobia), Ministry of Employment and Social Security , 2012

-Expert appointed by the Attorney General of the State at the annual meeting of the Fundamental Rights Agency of the European Union, held in Vilnius (Lithuania) in November 2013 on the occasion of the Lithuanian presidency of the EU and where the Hate Crime and Discrimination Service of the Provincial Prosecutor of Barcelona was named “example of good European practice”.

-Author of several publications on hate crimes and discrimination.

As president, she represents the FMP in other entities. She is currently vice president of the National Council of Women, vice president of the National Observatory Against Gender Violence, vice president of the Spanish Social Action NGOs Platform, member of the Third Sector Platform’s board, as well as spokesperson at the Observatory of Equal Opportunities between Men and Women of the Women’s Institute under the Ministry of Equality. She also holds the General Secretariat of the Centre for Corporate Social Responsibility (CSR) and is spokesperson for the Institute for NGO Quality (ICONG).

In the field of social research, she has coordinated and published research on violence among same-sex couples, hate crimes, gender violence and media, and gender and migration, among others.

Since 2004 she has collaborated and worked with women’s organizations such as FMP or APRAMP. Since 2011 she collaborates with national and European projects and networks related to hate crimes and LGBT population.

Currently working as manager at FELGTB.

He has worked for the Secretariat of the National AIDS Plan of the Ministry of Health and for the Regional Health Ministry of Madrid. He has worked and collaborated with associations like COGAM, stop sida, Hetaira or Diversidad y Género.

Professor of the Master’s program in HIV at the University Rey Juan Carlos in Madrid and consultant in Alaira. Author of numerous publications and research and various IEC materials.

Currently working at FELGTB as technician of health projects and HIV prevention for the LGBT population.

In 2000 and 2004, as the senior prosecutor of the prosecutor’s office of the High Court of Justice of Madrid, she coordinated activities in the Office of the Prosecutor in Spain’s capital on an ongoing basis.

On July 1, 2004, she was named Chief Prosecutor of the Technical Office of the Attorney General, holding this position until July 11, 2011. During this time, in which she was promoted to the highest rank of the Public Prosecution, she held the post of National Correspondent of Eurojust in the area of terrorism, participating in both the annual meetings of Eurojust correspondents held in the Hague as well as various terrorism working groups in which the Spanish prosecutor’s office participated. Between December 2007 and November 2008 she also carried out the duties of Deputy Attorney General for Computer Crime.

By order of the Attorney General dated April 1, 2011, she was appointed to her current position as State Prosecutor for Computer Crime. She has been serving since July 12 of that year, coordinating at the national level all activities of Spain’s Public Ministry in relation to computer crime as well as the structure and operation of a network of prosecutors specialising in this area.

In addition, as of December 12, 2012, she reconciles this function with her duties as Deputy Attorney General for Criminal Protection for Equality and Anti-Discrimination, to which she was appointed by Decree on that date.

In addition to other teaching activities at national and international institutions, she often attends meetings of the T-CY of the Budapest Convention and was a member of the Expert Group on Cybercrime convened by NN UU in Vienna this past February.

She has been working in countries with armed conflicts as a legal advisor to the United Nations, recently for more than three years in Guatemala, as well as serving as an elections observer in El Salvador and Bosnia.

She has also worked in international cooperation programs of the European Commission to promote equal opportunities in NGOs in Panama and directly with indigenous movements, in particular for the Continental Network of Indigenous Women.

For over 10 years she has been the director of Spain’s NGO Social Action Platform, an organization designated agency operator of the Financial Mechanism of the European Economic Area in Spain, and organised the international conference “Together Against Hate Speech and Hate Crime” in the context of actions developed by numerous NGOs in cooperation with the governments of Spain and with the support of the Platform team.

Patricia Cartes started working in the technology industry in 2006 when she joined Google’s Webspam team. After building an expertise in site integrity, she joined Facebook as one of the founding members of the company’s operations in Europe, the Middle East and Africa. During her time in their User Operations team she managed Facebook’s Intellectual Property and Safety teams, focusing on legal issues as well as on suicide prevention and child protection. In 2011 she joined their Public Policy organization where she was appointed their Head of Safety responsible for maintaining relationships with online safety organizations, Law Enforcement & Military agencies, government hotlines and data protection authorities, across EMEA.

Teresa Palahí is 2nd vice president of the General Council of ONCE in the areas of Social Services, Equality, Employment and New Technologies, as well as Vice President of the ONCE Foundation for the Care of Persons with Deaf-blindness and of the ONCE Guide Dog Foundation. She is Patron of the ONCE Foundation for the Social Inclusion of Persons with Disabilities, and of the ONCE Foundation for Solidarity with the Blind with Latin America. She also serves on the Board of Directors of the ONCE Corporation, of the Board of Directors of the Third Sector Platform, Consultant and member of the Corporation of the Chambre of Commerce, Industry and Navigation of Barcelona.

She is also the recipient of the Women’s Award for Professional and Business Excellence of the Circle of Businesswomen, as well as of the ESEEA International Leadership Award.

He has authored “The Crimes of Hate”, “The Racist Spain”, “The Dark Europe”, “Times of Solidarity”, “Intolerance, no thanks”, and numerous articles and special reports.

Recognised for his work with victims of racism and terrorism, he received from the Government the Cross of Isabella the Catholic, and together with the association, the Silver Cross for Social Solidarity and the Gold Medal of the Community of Madrid.

Coordinates the RAXEN report, which monitors racism, xenophobia and intolerance in Spain. She propelled urged the European project “Stop Hate Crimes” and the “Democracy is Equal”, “We’re Equals, We’re Different“ and “Hold out your hand”, “Red card to racism”, and “Rap Against Racism” campaigns.

She participates in core activities of the Civic Network Against Anti-Semitism, the Citizens’ Platform Against Islamophobia, and the Violeta Friedman Foundation, dedicated to the memory of the Holocaust. She has received recognition for her work in the association and for her human rights activism.

Some of his books include ‘Raining on Gaza’ (Ediciones B), ‘A volunteer in Calcutta’ (Temas de hoy), ‘Freedom of commitment’ (Plaza y Janés) and ‘Ice cream and chips’ (Plaza y Janés). The latter, together with the material filmed by Zin, spearheaded a project that has led to the arrest of European pedophiles in Cambodia.

In 1997 he filmed with musician Nacho Cano his first documentary ‘Calcutta, life in the season of death’ for TVE. Since then, his production company Contramedia Films (Madrid) has directed and produced dozens of documentaries and television programs.

His last documentary films: ‘Villas Miseria’ (2009), ‘The War Against Women’ (2013) and ‘Want to be Messi’ (2013). The latter, released by TV channels such as National Geographic, RTF and TVE, has been broadcast in over 50 countries and has won numerous awards at festivals. In December 2014 he premiered his new movie, ‘Born in Gaza’, filmed during the last war in Gaza.

Furthermore, he usually works as a producer and camera man with Jon Sistiaga in his series of reports for Canal Plus. They have filmed together in Afghanistan, Somalia, USA, Argentina, India, Tanzania, and Kenya and Honduras.

Among other awards, in 2010 he received the International Prize of the Academy of Television of Spain. His blog, ‘Journey to the war’, was twice a finalist for the Bobs awards, presented by German public broadcaster Deutsche Welle.

The tasks of the Observatory are: collecting and analysing racism and xenophobia in Spain; establishing networks of formal and informal communication with national and international organizations active in the fight against racism and xenophobia; and promoting the principle of equal treatment and non-discrimination.

The Observatory has coordinated the development of the comprehensive strategy against racism, racial discrimination, xenophobia and related intolerance, adopted by the Council of Ministers and developed in collaboration with various ministers, external experts, NGOs, the public prosecutor´s office, universities and councils, and in consultation with various professional entities; and is currently promoting its implementation.

Moreover, another function in the last three years has been to act as national contact point on the integration of immigrants in the network coordinated by the European Commission.

From 2005 to 2012, Ms Plaza was Full Professor at the Law Faculty of the Castilla-La Mancha University (Toledo, Spain), where she taught EU Law, Environmental Law, Human Rights and EU Sex Discrimination. She has been a visiting researcher at Harvard University and an adviser in the Office of the Minister of the Environment and in the Rectory of the Universidad Complutense.
