"Active Citizenship Programme for NGOs by the Financial Mechanism of the European Economic Area (2009-2014) seeks the strengthening of Civil Society, Social Justice and Democracy"

EEA Grants

The Financial Mechanism of the European Economic Area allocate funds to different countries in Europe according to their size and economic wealth and are focus on reduce the economic and social disparities and strength bilateral relations between the donor countries and the beneficiaries. The countries beneficiaries of these funds are: Bulgaria, Czech Republic, Cyprus, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Portugal, Rumania, Slovakia, Slovenia and Spain.

Through the European Economic Area (EEA) Agreement, Iceland, Liechtenstein and Norway are partners in the Internal Market with the 27 EU member states. We also share common values and responsibility with other European countries to promote equality of opportunity, tolerance, security, environmental sustainability and a decent standard of living for all.

Ever since the establishment of the EEA Agreement in 1994, Iceland, Liechtenstein and Norway have provided funding to reduce social and economic disparities in the EEA. Despite much progress in Europe, gaps in economic development and living standards persist. The expansions of the EU in 2004 and 2009 brought a 20% increase in the EU's population, but only a 5% increase in GDP. The EEA Grants help to reduce these disparities. For the period 2009-2014 the funding is targeted on areas where there are clear needs in the beneficiary countries and that are in line with national priorities and wider European goals such as: environment, health and research and the strengthening of civil society.

The total allocation for Spain is €42,411,250 of which €4,585,000 are for the Active Citizenship Programme.

National Focal Point – Ministry of Finance and Public Administration

The Focal Point in Spain is the Ministry of Finance and Public Administration. The NFP has the overall responsibility for reaching the objectives of the EEA Financial Mechanism and shall guarantee that the funded programmes are developed in accordance with the principles of the economy, efficacy and effectiveness.

Programme Operator – NGOs Platform of Social Action

For each programme developed under the EEA Financial Mechanism shall be designed a Programme Operator to prepare and implement those programmes. Under the Memorandum of Understanding signed between the Donor States and the Kingdom of Spain, the Programme Operator designed for the Active Citizenship Programme in Spain is the NGOs Platform of Social Action.

The NGOs Platform of Social Action was proposed by the Statal Council of NGOs of Social Action because of the coherence between the objective of this fund and its mission and activities.

The NGOs Platform of Social Action shall prepare and implement the Programme and it is an opportunity to strength its values and fosters the development of social rights of the vulnerable groups and at the same time strength the civil society.

The Platform promotes public participation in social organisations and volunteerism in general.

It addresses society in general, creating information, consciousness and opinion with regard to the development of social rights and the role of organized civil society in political matters.

The Platform is an organisation whose mission consists of defending the rights of the most disadvantaged groups and individuals, promoting participation in the area of social action, generating social changes, representing its member organisations before public authorities and leading them in a shared project.

The Platform is a private, non-denominational, nationwide non-profit organisation that works to promote the full development of the social and civil rights of the most vulnerable and unprotected sectors of the population in Spain and to strength the Social Third Sector. It consists of 26 Non-governmental organisations, federations and state networks that at the same time bring together thousands of other local, provincial and state entities that work for more than 14 million of persons.

The NGO Social Action Platform pursues the following objectives:

  • Promotion of the conditions for freedom and equality of individuals and the groups they integrate to be real and effective.
  • Elimination of any obstacles that may prevent or hinder personal development.
  • Contribution to social inclusion and cohesion and fight against situations of social marginalisation and discrimination.
  • Defence of civil, political, financial, social and cultural rights, of most vulnerable sectors.
  • Improvement of the Third/Social Sector.
  • Work in favour of implementing them at national and regional levels.

The Platform is in charge to manage the fund. In regard with the call for proposal also will participate in the selection process under the criteria established by the EEA Grants. It is the intermediated body and the NGO are the final beneficiaries.
